Monica Brown

General Counsel
 

Monica J. Brown serves as general counsel for the DC Department of Human Services. In her role, she has assisted the agency with several major initiatives, most notably the drafting of the Data-Sharing and Information Coordination Amendment Act of 2010 and accompanying regulations and Mayor's Order. This act authorizes the sharing of health and human services data through the creation of a combined data system between the District’s many health and human services agencies in accordance with HIPAA. This resulted in the seamless implementation of the data-sharing requirements under the federal Affordable Care Act (ACA), allowing the District to become the first jurisdiction in the United States to receive approval for ACA grant funding to implement the District's Health Exchange data system.

Monica’s career with District Government includes serving as general counsel for the DC Office of the State Superintendent of Education (OSSE) where she provided legal analysis on a variety of legal matters relating to local education agencies and state education agency functions.

Monica has also served as assistant general counsel for the DC Chief Financial Officer where she provided legal support and advice on the formulation, coordination, drafting, revision, and execution of the District’s annual appropriation.

Monica also served as a judicial law clerk for the Honorable David W. Young, Circuit Court Judge for Baltimore City.
