Katie Gan

Director of Evidence, Policy, and Program Support
 

Katie Gan serves as the Director of Evidence, Policy, and Program Support at the DC Department of Human Services. In this role, Katie pulls together evidence – learnings from research and peers, data, and the voices of staff and DHS customers – to shape DHS’s policies and programs so they can better serve our residents.
 
Katie’s career has been devoted to evidence-based policy and practice. She is an eight-year veteran of District government. She was the first full-time Senior Social Scientist and later the Deputy Director of The Lab @ DC within the Office of the City Administrator, where she continues to serve as a Lab fellow.
 
Prior to joining District government, Katie was a program evaluator at Abt Associates. There she led randomized control trials, surveys, and implementation evaluations of federal policies and programs focused on job training, education, and youth development.  
 
Katie earned a B.A. in economics and sociology from Trinity University and a Ph.D. in social policy and sociology from Harvard University. A resident of Southwest, DC, Katie can often be found with her partner and dog searching for their next good meal with friends.
