ESA Administrator
Brian Campbell is the Administrator for the DC Department of Human Services (DHS)’s Economic Security Administration (ESA). In this role, Brian is responsible for ensuring delivery of SNAP, TANF, Medical Assistance, Child Care, and other public assistance to nearly 300,000 District residents along with supportive case management services, including Employment and Training (E&T) for families and individuals.
Brian has been with DHS since 2007, serving in a variety of capacities – most recently as ESA’s Interim Administrator, and before that, as Chief of Staff where he had a broad and diverse portfolio that included managing federal relationships, serving as the primary liaison with external advocates, managing the Fair Hearing Team, and supporting both program operations and service delivery design. He has been instrumental in the design of the TANF program and a critical thinker on contract modeling to achieve optimal outcomes.
Before joining DHS, Brian was a Legislative Assistant at the Office of the Deputy Mayor for Children, Youth, Families, and Elders and held various positions at the Child and Family Services Agency (CFSA).
Brian holds a JD from Georgetown University Law Center and a BA in Political Science from Knox College. He also served in the Peace Corps in Sanyuyo, Guatemala. He is bilingual in Spanish and English.
Brian lives in DC with his wife and four kids (two are in college and two attend DC public high schools). He likes to bike to work and always looks for an excuse to hold a meeting outside.
