Solutions to Ending Homelessness

The Permanent Supportive Housing Program (PSHP) provides permanent housing and supportive services to individuals and families experiencing homelessness to ensure housing stabilization, maximum levels of self-sufficiency and an overall better quality of life.  The first phase of this program is to assess individuals and families experiencing homelessness who are living on the streets, in shelters and other institutions.  The second phase is to place individuals and families into long-term housing. The third phase is to provide effective case management to ensure that individuals and families are connected to needed support services and achieve the highest degree of stabilization and self-sufficiency possible.


Individuals and families in the District of Columbia experiencing homelessness with a disabling condition who has either been continuously homeless for a year or more or has had at least four episodes of homelessness in the past three years are eligible to apply for the PSHP program.

Apply for PSH

To apply for the PSH program a vulnerability assessment survey must be completed at any District sponsored shelter facility or by a homeless service provider.  The result of the assessment is forwarded to the Homeless Services Program Office at 64 New York Avenue, NE, 5th Floor,  Washington, DC 20002 or fax form to (202) 442-6355.

Rapid Re-Housing (RRH)

Rapid Re-Housing is a research-based intervention designed to help individuals and families quickly exit homelessness and return to permanent housing. Rapid Re-Housing assistance and the resources and service provided are tailored to the unique needs of the household. 

Rapid Re-Housing Eligibility criteria:

  • Applicant must be experiencing homelessness
  • Applicant must be a DC Resident
  • Applicant must have the financial capacity to pay full rent amount at end of term period
  • Applicant must be in full compliance with TANF requirements

Benefits to families/applicants: 

  • First month’s rent and Security deposit
  • Furniture assistance
  • Short term rental subsidy (minimum of 4 months)

Recertification criteria: 

  • Family must have made timely and consistent payment of shared cost of rent (40% of income)
  • Family must fully comply with TANF plan

Family must have the capacity to pay an increasing share of the rent in the future
