Fraud & Discrimination Reporting

The Office of Program Review, Monitoring and Investigation (OPRMI) addresses allegations and incidents of fraud, abuse, and waste in DHS programs by investigating and referring for criminal prosecution or program disqualification of persons accused of committing fraud, abuse and or waste in the subsidized child care, Food Stamp, TANF, and Medicaid social service programs.  OPRMI assures implementation of state-level quality assurance/control for departmental programs, specifically Medicaid and Food Stamps and conducts investigations into unusual incidents received in the form of Unusual Incident Reports (UIRs) involving employees, vendors, contractors, providers, customers, and others, which compromise the integrity of the Department or which threaten the health and safety of those DHS serves. OPRMI conducts civil rights compliance reviews for departmental programs receiving federal funds as mandated by Section 504 of the Rehabilitation Act of 1974, as amended, Title VI of the Civil Rights Act of 1964, as amended, Title IX, Age Discrimination Act, and the Food and Nutrition Service instruction mandated by the USDA.  The office is also responsible for coordinating DHS program audits conducted by the Government Accountability Office, DC Office of the Inspector General, the Office of the DC Auditor, and other auditing agencies whether District or federal; assures departmental compliance with federal and District statutes, regulations and policy governing programs and operations of the Department of Human Services; and serves as the liaison with all audit and law enforcement agencies from within and outside the government. All functions are performed at the state level.

Discrimination Complaints
Residents who believe they have been discriminated against, excluded from participating in, or denied benefits associated with any program or activity financed with the federal dollars administered by the Department of Human Services, should direct their complaints to the Office of Program Review, Monitoring and Investigation (OPRMI).  You may call the 24-hour hotline for Civil Rights Complaints at (202) 673-4464.  Anonymous calls are accepted.  Callers are encouraged to give their names and can request confidentiality at (202) 576-9444, between the hours of 8:15 am and 4:45 pm, Monday thru Friday.

Assistance Fraud
Residents who know of, and wish to report fraud or abuse of the cash assistance, food stamp, Medicaid or any other benefit program provided by the Department of Human Services, should call the 24-hour hotline for fraud at (202) 673-4464 in the Office of Investigations and Compliance (OIC). Anonymous calls are accepted. Callers who give their names can request confidentiality at (202) 673-6946.


Customer/Employee/Vendor Misconduct
Residents who have knowledge of misconduct relative to the Department of Human Services should call the
24-hour hotline number (202) 673-4464, and leave a message in one of the following mailboxes:
